In accordance with the above, this communication brings to light information obtained by using the Census as a method of measurement for which 2 questionnaires were designed and approved, and were applies to 38 Directors and Presidents of Parents Committees of 19 seats of the Instituto Panameño de Habilitación Especial (IPHE) [Panamanian Institute for Special Abilities] of the Republic of Panama. It must be highlighted that this government agency is in-charged of overseeing the Rights for Education and Welfare-Development of Students with Special Needs, as well as, to offer innovative quality servicies for special abilities services that encourages inclusive education in the country.
